How to set a betting budget and use the deposit limits Kenyan law gives you
Decide a fixed sum you can lose without touching rent, food, school fees or debt, and set it as a deposit limit before you bet. Regulation 84 of the Conduct of Gambling Operations Regulations, 2026 makes every licensee offer deposit, loss, session and expenditure limits and a self-exclusion option of at least twenty-four hours.

A betting budget is a fixed sum you decide you can lose before you place the first bet. The decision comes first and the account settings second. Kenyan law now backs the second step: regulation 84 of the Gambling Control (Conduct of Gambling Operations) Regulations, 2026 (L.N. 112) requires every licensee to give players tools that cap deposits, losses, time and spending.
This guide takes the steps in order and names the rule behind each tool. It does not name operators and it does not suggest a figure, because the Regulations prescribe none. If the budget keeps breaking, the signs of chasing losses are the next thing to read.
Step 1: decide the amount you can lose
Start from money that has no other job. Rent, food, fares, school fees and debt repayments come off first, and the budget comes out of what is left. The test is plain: if the whole sum vanished tonight, nothing else in the month would move.
Do not budget with borrowed money. Section 74(1)(a) of the Gambling Control Act, 2025 bars a licensee from providing credit to a player or acting as an agent for a credit provider, and section 72(7) bars inducing a bet by advancing credits or allowing credit cards. The law keeps credit out of the account on purpose, and a mobile loan taken to bet puts it back in.
Treat the budget as the price of entertainment, not as capital. A tip is an opinion about a match, and the guide to judging any betting tip explains why even a well-argued opinion loses often. Over many bets the bookmaker's margin works against every stake, so the realistic plan for a budget is that it shrinks.
Illustrative example: a reader sets aside KES 1,000 for the month. Section 71(1) of the Act sets the minimum online stake at twenty shillings, so that sum covers at most 50 bets at the minimum, or 10 bets of KES 100 each. Writing that division down before the month starts is the budget.
Step 2: the limits the operator must offer
Regulation 84 of L.N. 112 requires a licensee to provide responsible gambling tools, and regulation 84(2) sets the threshold those tools must meet. The player picks the numbers. No maximum stake, deposit or loss limit is set in the Act or the Regulations as gazetted.
| Tool | Plain meaning | Who sets the figure | Wording as gazetted |
|---|---|---|---|
| Deposit limit | Money paid in per day, week and month | The player; no figure in the Regulations | "facility for setting deposit limits on daily, weekly and monthly basis" |
| Loss limit | Amount lost | The player | "setting loss, session and expenditure limit" |
| Session limit | Time in one sitting | The player | same paragraph |
| Expenditure limit | Total staked | The player | same paragraph |
| Reality check | A pop-up showing how long you have played | The operator displays it | "reality checks, pop-up notifications indicating duration of play" |
| In-product self-exclusion | All play, for a chosen period | The player; at least twenty-four hours | "an easy to access option for self-exclusion for a period of at least twenty-four hours" |
| Register link | Entry on the national list | The operator | "linked to the national gambling self-exclusion register" |
The sub-paragraphs of regulation 84(2) are lettered irregularly in the gazetted text, with two paragraphs marked (d), so this table cites the sub-regulation rather than a letter. Regulation 67(3) of the same Regulations adds that an online platform must provide a real-time self-exclusion mechanism.
Step 3: set the limits before the first deposit
Open the account settings and enter the monthly budget as the monthly deposit limit. Then set the weekly and daily limits so that they add up to the same month, not more. A limit set after a losing night is set in anger; a limit set on payday is set in daylight.
Set a session limit as well. The reality-check pop-up under regulation 84(2) tells you how long you have been playing, but a session limit ends the session rather than describing it. A loss limit below the deposit limit leaves money in the account to withdraw.
Write the figures down outside the app. The budget lives in your notebook; the account only enforces it.
If the limits are not enough: self-exclusion
Three routes exist. The quickest is the in-product option under regulation 84(2) of L.N. 112, for at least twenty-four hours. Section 115(1) of the Gambling Control Act, 2025 lets a person who recognises that their gambling is harmful enter a voluntary self-exclusion agreement with a licensee covering all gambling, including online gambling, and regulation 70 of L.N. 112 adds the formal route of an application to the Authority on Form 1 in the First Schedule.
Form 1 asks for a period: six months, one year, two years or an indefinite period, with a copy of your national ID or passport attached. Paragraph 9 of the form states that the period cannot be revoked or shortened before it expires, and regulation 71(3) bars a permanently excluded person from applying for removal for at least three years. The Authority acknowledges the application within seven days under regulation 70(3).
| Route | Where you do it | Period | Rule |
|---|---|---|---|
| In-product option | Inside the betting account | At least 24 hours | L.N. 112 r.84(2) |
| Agreement with a licensee | Written notification to the operator | Not fixed in the section | Gambling Control Act, 2025 s.115(1) and (5) |
| Application to the Authority | Form 1, First Schedule | 6 months, 1 year, 2 years or indefinite | L.N. 112 r.70 and Form 1 Part C |
Once registered, regulation 70(5) says you may not place a bet, open a gambling account, receive promotions or marketing material, or claim gambling winnings. Regulation 74(1) obliges every licensee to deny you access, refund any deposit taken in breach of the exclusion within seven days and cancel winnings obtained in breach.
The operator side has deadlines too. Section 115(4)(c) requires a licensee to remove a self-excluded person from its marketing databases within two days of the completed notification, and section 115(4)(d) requires it to close the accounts and return the funds held. Section 115(5) makes failing to implement a written self-exclusion request within seven days an offence, with a fine of up to one million shillings, up to one year in prison, or both.
Where to get help
The regulator's website shows a toll-free assistance line, 0800-723-770. Call it to talk through self-exclusion or a complaint about an operator's tools. The guide to variance explains why a losing week is normal and not a signal to raise the budget.
If an account offers none of the tools in regulation 84, raise it with the operator's customer care centre. Regulation 9(2)(d) of L.N. 112 requires that centre to report any matter raised by the public to the Authority within two days, and regulation 9(2)(e) requires it to refer anything unresolved after seventy-two hours, or whenever you ask in writing, to the Authority.
The rest of the guides cover the odds side: what a price means, what a tipster's record should contain and why no tip is certain.
What this guide does not cover
It gives no recommended figure for a budget or a limit, because the Act and the Regulations as gazetted set none. It does not describe any operator's menus, since those change and are not law. It does not cover taxes on deposits or withdrawals, which have their own rules and their own guide.
Questions people ask
How much should my betting budget be?
The law gives no figure. No maximum stake, deposit or loss limit appears in the Gambling Control Act, 2025 or the 2026 Regulations as gazetted; the only fixed amount is the KES 20 minimum online stake in section 71(1). A workable budget is money left after rent, food, fares, school fees and debt, which you could lose entirely without anything else in the month moving. This site does not suggest an amount.
Are deposit limits compulsory for betting sites in Kenya?
Offering them is compulsory; using them is your choice. Regulation 84(2) of the Gambling Control (Conduct of Gambling Operations) Regulations, 2026 (L.N. 112) requires a licensee's tools to include a facility for setting deposit limits on a daily, weekly and monthly basis, plus loss, session and expenditure limits, reality-check pop-ups and an easy to access self-exclusion option of at least twenty-four hours.
How long does self-exclusion last in Kenya?
It depends on the route. The in-product option under regulation 84(2) of L.N. 112 must allow at least twenty-four hours. An application to the Authority on Form 1 in the First Schedule offers six months, one year, two years or an indefinite period, and the form states that the period cannot be revoked or shortened before it expires. Regulation 71(3) adds a three-year wait before a permanently excluded person may apply for removal.
Can I cancel self-exclusion early?
Not under the gazetted form. Paragraph 9 of Form 1 in the First Schedule to L.N. 112 states that the self-exclusion period selected cannot be revoked or shortened before its expiry. While the exclusion runs, regulation 70(5) bars you from placing a bet, opening a gambling account, receiving promotions or claiming gambling winnings, and regulation 74(1) requires licensees to refund any deposit taken in breach within seven days.
Who can I call about a gambling problem in Kenya?
The regulator's website, gra.go.ke, shows a toll-free assistance line, 0800-723-770. Regulation 8(c)(v) of the Gambling Control (Advertising) Regulations, 2026 also requires every approved gambling advert to carry a toll-free helpline number or a website for counselling and responsible gambling information. For a complaint about an operator's limit tools, its customer care centre must report the matter to the Authority within two days under regulation 9(2)(d) of L.N. 112.
